Khrabrovo is the sole scheduled-service gateway of Kaliningrad Oblast, a Russian exclave sandwiched between EU/NATO members Lithuania and Poland. The 2024 full-year total of about 4.81 million passengers (up roughly 12% year-on-year) made it Russia's tenth-busiest airport that year, just behind Mineralnye Vody (about 4.86 million) — no independently audited full-year 2025 total was located, so confirm before publish. Since the EU closed its airspace to Russian-linked aircraft in 2022 (with Russia reciprocating), the airport's historic direct transit route over Lithuania to mainland Russia has been replaced by a longer detour through international Baltic Sea airspace, materially lengthening block times on Kaliningrad-Moscow/St. Petersburg sectors and concentrating traffic into a narrow corridor shared with other operators — flag for route and fuel planning. As with other Russian airports, Western fuel majors, ground handlers, caterers and MRO providers exited after February 2022 and have been replaced by domestic/CIS providers. Runway 06/24's 'class B' designation is a Russian runway length/width classification, not an ILS category — no ILS category could be independently confirmed from public sources despite the 2017-2018 terminal rebuild, so approach-aid data should be treated as unverified pending direct AIP confirmation. Scheduled international service beyond a handful of routes to countries still open to Russian carriers (e.g., Belarus, Armenia, Uzbekistan) remains thin post-2022, since the wider European network this exclave once relied on is effectively gone.
