Fuzuli International Airport FZL / UBBF

Azerbaijan's first airport built in the territories retaken in the 2020 Nagorno-Karabakh war, completed in eight months and opened 26 October 2021; it sits inside a formerly heavily mined conflict zone, and civilian access remains controlled. Azerbaijani citizens have been able to book AZAL's Baku-Fuzuli route directly since 1 May 2025, with the required travel permit generated automatically at purchase, but foreign nationals still need prior permission from Azerbaijani authorities to travel there. Scheduled AZAL service has been on/off rather than continuous: Wikipedia dates its start to 17 July 2024, while a separate trade report describes the route as 'resumed' in 2Q 2025, implying an interim suspension; a schedule check on 2 September 2026 found zero scheduled departures in the trailing 30 days (a flat-zero chart, not a data gap) and a departures board with no listed flights, so the route may be dormant again even though it was genuinely active through 2024-2025 — current status and frequency should be reconfirmed directly with AZAL rather than assumed. Outside scheduled service the airport mainly handles state and charter traffic, including wide-bodies such as 787s, A330/340s and an Il-96 that used the field during the July 2024 Organisation of Turkic States summit in nearby Shusha. No official annual passenger total has ever been published, so the figure is left unverified rather than estimated; the 45m paved-width figure some third-party aviation databases show for the runway conflicts with the 60m width stated consistently in Azerbaijani government and press coverage, which is what is used here.
