Opened 4 July 2021 as a Japanese-ODA-financed replacement for the old Buyant-Ukhaa/ULN field, built with a roughly 65.6bn-yen (about $600m) JICA soft loan; majority-owned by a Japanese consortium (Mitsubishi Corp., Narita International Airport Corp., Japan Airport Terminal, JALUX — 51%, as Japan Airport Management LLC) alongside the Mongolian state (49%, via Khushigiin Khundii Airport) under operator NUBIA LLC, with the operating concession running to 2036. Traffic reached roughly 2,400,000 passengers in 2025 (Montsame, early 2026; exact final count not yet published) — an estimate that would still sit below the terminal's stated 3,000,000/year design capacity — following a confirmed 2,167,270 in 2024 (420,395 domestic / 1,746,875 international) and 1,731,187 in 2023, with Seoul-Incheon and Beijing-Capital as the top international routes; specific route-level passenger counts could not be independently confirmed and should be verified before use. A widely repeated claim that the airport ranked 6th on Skytrax's 2025 World's Most Improved Airports list could not be confirmed against Skytrax's own published lists and should be treated as unverified.
