CAAC's 2025 national airport production-statistics bulletin (released 26 Feb 2026) recorded 3,750,473 pax, 32,227 aircraft movements and 11,798.0 t of cargo/mail -- up about 15.5% on 2024's 3,248,424 pax, reportedly ranking 55th nationally. Most of that growth traces to a TEMPORARY international-port pilot, not a standing capability: the national port office approved a 6-month temporary opening effective 18 Nov 2024 (not Dec 2024 as sometimes reported), under which Dali flew charter/scheduled-charter routes to Kuala Lumpur (from 10 Jan 2025), Hanoi/Singapore/Bangkok (23-25 Feb 2025), and Ho Chi Minh City/Hong Kong (by 11 Mar 2025) -- six routes, roughly 167 international flights and 30,000+ passengers carried. That authorization EXPIRED on 17 May 2025 (final flight, from Hanoi, landed 18 May 2025); as of this record Dali has no active international or regional route and no confirmed restart date. Officials have said they plan to apply for the 2026 national port-opening review cycle (application by end of 2025), build out permanent CIQ and international-terminal infrastructure in 2026-2027, and seek formal port inspection/approval in 2027 -- treat international capability as dormant-but-precedented, not currently operating, and verify live status with Yunnan Airport Group / Dali customs before planning any international movement. A funded Phase 3 expansion (about CNY 2.46bn, revised up from an earlier ~CNY 2.3bn estimate) is UNDER CONSTRUCTION, not merely funded-but-unstarted: as of Jul 2026 the new 34,000 sqm T3 terminal had completed pile-foundation testing and entered main structural construction. On completion it will extend the runway north-west to 2,900 m with a full parallel taxiway plus 12 additional stands, now targeted for the end of 2028 (pushed back from an earlier ~2027 target). Until then, current airfield reference data (2,600 m x 45 m runway, 10 stands, single terminal) still applies. No ILS confirmed for Runway 17/35 in available sources -- plan on RNP/visual procedures at this mountain-ringed plateau field pending confirmation from the China eAIP.
