Serves the Netsilik Inuit (Arviligjuarmiut) hamlet of Kugaaruk (~97% Inuit, pop. ~1,033), a remote Kitikmeot community on the Gulf of Boothia reachable only by air, annual sealift, or seasonal sea ice — no road access. Built in 1968 as Pelly Bay Townsite Airport alongside the Pelly Bay DEW Line Station (1955), a former Cold War Distant Early Warning Line site; renamed to Kugaaruk Airport in 1999 when the hamlet reverted to its traditional Inuktitut name. Canadian North provides scheduled turboprop service linking Kugaaruk with Cambridge Bay, Gjoa Haven, Taloyoak, and Yellowknife.
