SHGM granted Çelebi a pre-authorization (ön izin) toward a Group A domestic ground-handling working licence at Tokat (alongside Konya, Mardin and Süleyman Demirel). However, Çelebi does NOT appear in the current DHMİ yer hizmetleri çalışma ruhsatı registry for Tokat (only Havaş holds an active licence). No active presence and no published contact could be corroborated as of June 2026.
