Regional Caribbean-coast gateway to La Guajira department served by Avianca and LATAM Colombia (plus Satena) on domestic routes to Bogota and Barranquilla; despite its historic 'Internacional' branding it functions as a domestic port without routine customs/immigration presence, occasionally hosting special-authorization international charters, and is undergoing modernization to raise capacity toward 1 million annual passengers.

Aeropuertos de Oriente S.A.S.
Airport operator/concessionaire (25-year concession since Dec 2010, covering Riohacha, Bucaramanga, Cucuta, Santa Marta, Valledupar, Barrancabermeja); administers and operates the terminal and airside infrastructure, but no dedicated third-party ramp/passenger handling contractor was identified for Riohacha specifically -- unconfirmed whether ramp handling is self-provided by the concessionaire or by the airlines.

Avianca
Avianca operates scheduled service to RCH (confirmed via airport reference sources). Its former ground-handling subsidiary SAI was sold to the Talma group; Talma cites roughly a dozen Colombian stations, of which Bogota, Medellin and Cali were independently confirmed -- Riohacha was not found on any station list surfaced, but the full list could not be independently verified. Handling of Avianca's own flights at RCH is presumed self-handled/in-house; unconfirmed directly.

LATAM Colombia
LATAM operates scheduled service to RCH (confirmed current carrier per airport reference sources); no third-party handler identified for this station in available sources, so presumed self-handled/in-house for its own flights -- unconfirmed directly.

Aircraft fuel
Unconfirmed
Organización Terpel S.A.
Terpel is Colombia's largest fuel distributor and 'Combustibles' appears as a generic unnamed service category on the airport operator's Riohacha page, but no supplier is named there. The only independent evidence found is a c.2012-2015 local news report (laguajirahoy.com) that Riohacha's mayor ordered Terpel to halt construction of an aviation fuel service station adjacent to Almirante Padilla airport; current operational status of that station, and whether Terpel presently supplies Jet A-1 at RCH, could not be confirmed. A prior claim that this station was 'named among 21 airports in 2024 Jet A-1 trade coverage' could not be located in any source and appears unverifiable.

Aeropuertos de Oriente S.A.S.
'Cargo' and 'Combustibles' appear as generic, unnamed service-category tiles on the operator's Riohacha commercial guide page (rch.aerooriente.com.co); no specific cargo operator is named there, and the page appears to reuse an unpopulated template shared across the operator's airport network (a tile was still showing a Bucaramanga-labeled placeholder at time of check) -- no dedicated cargo-terminal operator independently confirmed for Riohacha.

Aviation security

Aeropuertos de Oriente S.A.S.
As concessionaire, holds standard responsibility under its Aerocivil concession for terminal/airside security infrastructure (CCTV, access control) and coordination with Policia Aeroportuaria for on-site police units. A confirmed 2024 armed robbery of a cash-transport vehicle on the airfield (widely reported, roughly COP 16 billion targeted) triggered an emergency security council and a review of CCTV footage, consistent with this role; no direct public statement from Aeropuertos de Oriente itself claiming this responsibility was independently located.
