NAABOL is the confirmed state operator/administrator of Rurrenabaque airport (its own site lists "Aeropuerto de Rurrenabaque" under the La Paz regional network) and publishes a network-wide commercial tariff manual for aeronautical services ("Anexo N.8 Gestion Comercial - Servicios Aeronauticos", 2025). However this is a group-level/network document, not RBQ-specific evidence of actual on-site ramp/ground-assistance provision, and the document was too large to fetch and verify its self-handling (SAT) surcharge clause directly.
