No fuel, no control tower, and no published instrument approaches; access is PPR-only through the Pago Pago airport manager. Scheduled service to Pago Pago (NSTU) is intermittent, most recently a twice-weekly Twin Otter operated by Samoa Airways under a US DOT cabotage exemption (suspended in February 2025 amid crew shortages). Samoa Airways
Samoa Airways (Polynesian Ltd) is the sole scheduled carrier serving Ofu (OFU/NSAS/Z08), operating twice-weekly Pago Pago-Ofu roundtrips on 19-seat DHC-6-300 Twin Otters under a DOT cabotage exemption (routinely extended; ~225 Manu'a flights carrying 2,416 passengers in Jan-May 2026). OFU has no third-party ground handler and is attended only during scheduled flights, so the carrier self-handles its own passenger and ramp operations. Self-handled; not independently confirmed as a separate handling contract. · During scheduled flights only
